Contrary to popular belief they do not "reset" the machines periodically. They are set at the factory for a certain percentage payback. Percentages are based on 100,000 plays or so. So the odds aren't really that meaningful in short periods of play.
They have perimeters for high and low but still the paylines are random.
Look around the casino and you will see that the same machines at different casinos have different pay amounts for whatever the winning pay symbols are.
The payout percentages are strictly controlled by the state gaming commission.
Playing for the maximum amounts is always the best bet.
With video poker compare it to having a string of 52 light bulbs. You pick 5 bulbs. 5 of them light up. Now you can re-select any or all of the 5. Can you pick the same bulbs chosen at random by a computer. Any two would equal a pair, 4 two pair, etc. The odds are comparable to a deck of cards. A selection of 5 that match would equal a straight, flush, straight flush, 4 of a kind, or full house,
The machine is continuously selecting the symbols it will show even when not being played as long as it is lit up.
The moment you drop your coin in the selection process stops and displays that result.
