The best hotel with the best VP is the LV Hilton..
The locals casinos and downtown LV have the best VP payback..So you can make the assumption that their slots probably payback better also..Since I have never known anyone who could look at a slot machine and tell you what it pays back..VP machines have their pay schedule posted on them, all you have to be able to do is read one to know it’s long term payback.

Later: Cheapovegas is a great site and I love their reviews, BUT, they do not review “slots” other than video poker, because this would be impossible. The Nevada Gaming Commission only publishes the numbers by denomination and “general” location. Such as, the payback percentage of Nickel, Quarter, Dollar, Etc slots on the Strip vs Downtown vs the Boulder Hwy.
Best hotel for the pool is a toss up between Mandalay bay and the Mirage…if this important to you. The area near The Wynn and Mirage, Venetian , Caesars…has alot of shopping so any of these will do..lotsa restaurants too. I find the slots in the most visable areas tend to be the loosest…try to find the ones pay out coins..the casinos love it when someone wins on 1 of these! also you’ll be more visable to the drink server!
I have found that the best slots are at 1) The Gold Coast; 2) The Imperial Palace; and 3) Casino Royale. The Gold Coast pays well and has a wide variety of newer and older video (not video poker) and reel slots. I always have liked the Rio Hotel and Casino. Their rooms are considered suites, but are actually oversized guest rooms. I don’t like the casino, but the hotel is very nice. Good luck!

Bellagio is the best hotel in my opinion,although i was too drunk to really appreciate it,the place oozes class which is rare in vegas.
